Ashland Downtown looking for leaders

BY JOHN E. USALIS TIMES • Shamrock Writer

06/20/2007

ASHLAND — Within two months, the Ashland Downtown Inc. board of directors will have at least three new officers leading the revitalization effort.

During Monday’s meeting, ADI President Louis Rader asked board members to consider potential candidates for the offices of president, vice president and secretary and have their nominations submitted for the July meeting.

The office of vice president has been vacant for more than a year.

Then it was announced at Monday’s meeting that Secretary Ellen Sosnoski would resign from the board because she will be leaving the area.

“It is with much regret that we accept Ellen’s resignation,” said Rader.

Finally, Rader announced that he will not seek re-election as president.

“I have a fairly nice-size dilemma with my job and my role here with ADI,” said Rader. “There was a code of conduct change in state government that affects everybody, particularly in administrative positions, which I am in. That code of conduct defines the parameters of what we can and can’t be involved in and what constitutes potential conflict of interest.

“This year the state added nonprofit organizations,” he said, adding that with his wife, Patrice K. Rader, as executive director of Upper Schuylkill Downtowns, it also causes some additional complications.

“The code of conduct does mention who constitutes a potential conflict of interest from the standpoint of state employees,” he said. “What makes it difficult for me is that I administer significant grant programs statewide. I also administer grants locally, including the streetscape program, Upper Schuylkill and to the Northern Schuylkill Council of Governments for pedestrian safety.

“It is very serious from their perspective and it’s not very wise for me to stay over that line where I am,” said Rader, adding that he would stay involved with the organization.

Rader said he has transferred the decision-making for grant programs in this region to one of his staff in order to meet the new conduct requirements.

The office of treasurer is held by Barbara Mullins, who will have the option to accept or reject a nomination for that office. Mullins did not attend Monday’s meeting.

Anyone interested in serving on the board, or to volunteer for community events, should contact Main Street Manager Greg Fisher at 875-1571.
